Personally, I'd just buy a cheap Android device for in flight use. The navigation element of the Windows desktop software is nowhere near as fully featured as the iOS and Android versions (it's effectively the same as that which runs on the WinCE devices).
Your surface will make a great device for planning on, you can then just transfer it to the cloud and re-open on the Android device for in-flight use.
If you're in the UK, the Tesco Hudl 2 works OK and can be had for £99 or £50 worth of Clubcard vouchers.
